Audit and assurance
Audit of donor funded projects and NGOs in Djibouti
Reports that meet the terms of reference of the financing agreement, delivered within the donor's deadline.
Project implementation units, ministries, agencies and non governmental organisations in Djibouti manage funds from the World Bank, the African Development Bank, the European Union, United Nations agencies and bilateral partners. Each financing agreement sets its own audit requirements. AXIAL Advisory and Audit knows these frameworks and builds its work directly on the donor's terms of reference.
We express an opinion on the project financial statements and report on the designated account, the statements of expenditure, the eligibility of costs, compliance with the procurement procedures and the implementation of previous recommendations, in French or in English as the donor requires.
Scope of our work
Project financial statements
Opinion on the sources and uses of funds, expenditure by category and component, and the reconciliation with the amounts disbursed by the donor.
Designated account and expenditure
Verification of the designated account movements, of the statements of expenditure supporting withdrawal applications and of the eligibility of each expense tested.
Procurement and internal control
Review of procurement files against the agreed procedures, assessment of internal control and a management letter with prioritised recommendations.
A calendar aligned with the donor
Who we serve
Project implementation units of ministries and public agencies, national and international NGOs, foundations, United Nations implementing partners and private operators managing grants or results based financing in Djibouti and the Horn of Africa.
Terms of reference
We read the financing agreement, the project manual and the donor's audit guidelines and translate them into a work programme.
Fieldwork with the PIU
Work is scheduled with the implementation unit to limit disruption, with a document list sent before the mission.
Draft report
The draft is submitted to the unit for comments, which are reproduced in the final report with our position.
Final report and restitution
Signed reports are delivered within the agreement's deadline, generally within six months of the year end, and presented to the steering committee if requested.
